SIA Kapitel receives a building permit for the office complex Skanste Business Centre

A building permit, issued by Riga City Construction Board, has been received and is valid for the first building stage of the office complex Skanstes Biznesa Centrs (today known as ELEMENTAL SKANSTE) on Skanstes Street 25. The design of the building was developed by the Estonian architecture company birojs Arhitektuuribüroo Pluss in cooperation with its Latvian partner SIA Birojs T22. It is planned to start building in the spring of 2018, and the first completed building of the office complex will be commissioned in the end of 2019.

As announced before, after completion of all building stages, Skanstes Business Centre will include five office buildings with the total area of offices for lease of 43,618m2. The office complex will provide parking space for 1,637 cars, in a multi-storey parking, and underground parking space of some buildings, providing a ratio of 1:27 (27mof the area for lease per one parking lot). The office buildings will be energy efficient and sustainable Class A office buildings developed in the BIM system and in line with the BREEAM standards. Before development of the construction plan, in 2016 and 2017, a procedure of environmental impact assessment was conducted. The final report of the assessment was supported by the environment monitoring institutions and accepted by Riga municipality, therefore, in the next development stages of the project, the options with the most beneficial impact on environment, inhabitants, and the existing infrastructure will be selected, as well as the potential negative impact during building process, and future exploitation period will be reduced to minimum.

During the first building stage, it is planned to build two freely standing 10-storey office buildings on a joint basement platform with a connection on the second level. The height and scale of build-up was selected by strictly adhering to the current spatial planning and building regulations of the historical centre of Riga and its protection zone. The area for lease in the two-block office building will amount up to 20,500 mand underground and overground parking will be provided for 577 cars. It is planned that each block of the building might accommodate 700–800 working places. The possible number of visitors might reach 1,000 people per day.

In the next stages, three office buildings with the total office area for lease 20,915 mand a multi-storey parking space in the center of the block. It is planned to start building the next development stages in the next 4 to 5 years. In the event of sufficient demand, building of next stages is possible earlier, in the next few years.

During the building process, the inhabitants and visitors of the neighbourhood might incur short-term inconveniences, mainly due to restrictions of traffic and pedestrian movement in the direct vicinity of the building site and increased noise level.
